Wall Stickers/Wallpaper CE Certification – Scope of Application

This standard applies to all forms of roll, panel, and wallpaper products as defined in EN 235, which are hung on interior walls, partitions, or ceilings using adhesives, with the primary purpose of decoration. It does not apply to wallcoverings whose main purpose is structural or protective (such as vapor or moisture barriers).

Wall Stickers/Wallpaper CE Certification – Testing Items

> Reaction to fire: Assessed according to EN13501-1, minimum requirement Class E

> Release of Heavy Metal: Tested and evaluated according to EN12149

> Release of formaldehyde: Tested and evaluated according to EN12149

> Release of Vinyl Chloride Monomer: Tested and evaluated according to EN12149

> Thermal conductivity (if required for thermal insulation applications)

> Sound Absorption (if required for acoustic applications)

Wall Stickers/Wallpaper CE Certification – CE Certification Process

1. Determine the product type requiring certification and submit an application

2. Identify the European product directive; wall stickers/wallpaper must comply with the new EU Construction Product Regulation CPR 305/2011/EU

3. Identify the European harmonized standard; wall stickers/wallpaper must comply with the harmonized standard

4. Conduct testing and evaluation according to the CPR directive and harmonized standard; carried out by a notified body under system 1 or system 3

5. Obtain test reports and certificates issued by the EU notified body (factory inspection required if certified under system 1)

6. Issue the Declaration of Performance

7. Affix the CE mark with the notified body number on the product packaging

8. Free sale in the European market

Wall Stickers/Wallpaper CE Certification – Certification Systems

System 1: When flame retardants are added to the product, system 1 must be used for CE certification application. The notified body conducts type testing, factory inspection, and continuous surveillance.

System 3: When no flame retardants are added to the product, the notified body conducts type testing to determine the product type.

System 4: When there are no fire resistance requirements for the product, system 4 may be applied, where the factory conducts type testing and self-declares product conformity.
