1. Introduction to Certification

The ISO9000 quality management system is fundamental to the development and growth of enterprises. ISO9000 does not refer to a single standard but is a general term for a family of standards. The ISO9001 quality management system is one of the international standards developed by the International Organization for Standardization (ISO) and is recognized by over 100 member countries and regions worldwide. Currently, hundreds of thousands of factories, enterprises, government agencies, service organizations, and other entities worldwide have adopted the ISO9000 quality management system and obtained certification from third-party certification bodies.

In the 1990s, China adopted the ISO9000 series of standards as national standards, and subsequently, various industries also converted the ISO9000 series into industry standards. For a time, major enterprises enthusiastically embraced ISO9000 certification, vigorously promoting ISO9000 standards, conducting internal auditor training, and undergoing on-site audits. These phenomena indicate that enterprises attach great importance to ISO9000 certification.

2. Certification Features

(1) Based on the eight quality management principles as the theoretical foundation, reflecting the most universal and general rules of quality management.

(2) The ISO9000 standards have broad applicability, suitable for organizations of all types, sizes, and those providing different products.

(3) After three revisions, the standards have become more scientific in content, with broader applicability and stronger operability.

(4) Better compatibility with standards such as ISO14000 environmental management systems and OHSAS18000 occupational health and safety management systems.

4. Determining the Scope of Certification

(1) The certification scope provided by the certification body should align with the business license, and the described specialization should meet accreditation requirements. Enterprises generally prefer a broader certification scope to demonstrate strong management capabilities. However, if the scope cannot be accurately described or is too broad, it may pose risks to the certification body. Differences in requirements between the certification body and the enterprise, if not properly communicated and coordinated, may lead to dissatisfaction or interruption of the audit.

(2) According to accreditation requirements, the products corresponding to the applied certification scope must be in normal production during the on-site audit. From the enterprise's perspective, this can preliminarily define the certification scope, meeting requirements while reducing certification risks (certification risks are shared by both the enterprise and the certification body; if either party is investigated by regulatory authorities, it will affect both).

(3) From the perspective of ISO9001 quality management certification convenience, the more diverse the products covered by the system, the more complex its operation, which may increase operational costs for the enterprise. When determining the ISO9001 certification scope, enterprises should also consider this issue from a management cost perspective.

5. Certification Process

(1) Project initiation, preliminary research, and collection of basic information to determine the certification scope (business/region/organization).

(2) Certification application, submission of the "Certification Application" and related documents, and other attachments required for certification review.

(3) System establishment: manuals, procedural documents, work instructions, system operation records, and project-level process documentation.

(4) Trial operation of the system: implementation of management and technical control measures required by the standards, internal performance evaluation (internal audit and management review).

(5) External audit: communication and confirmation of the audit plan, initial audit, annual audit after certification, or recertification.

(6) Non-conformity rectification: corrective, preventive, and continuous improvement measures, guidance and assistance in submitting rectification materials.

(7) Certification completion: delivery of scanned copies/originals of the certificate.

(8) Annual audit to maintain qualification: one annual audit within two years after certification, not exceeding 12 months.
