1. Introduction to Urban Area Environmental Noise

Urban area environmental noise: refers to the maximum allowable limits of environmental noise in the five types of urban areas.

Urban area noise monitoring includes: urban area environmental noise monitoring, urban traffic noise monitoring, long-term urban environmental noise monitoring, and investigation and testing of noise sources that disturb residents in urban environments.

2. Scope of Application

Class 0 standards apply to areas that require special quietness, such as sanatoriums, high-end villa areas, and high-end hotel districts.

Class 1 standards apply to areas primarily for residential and cultural/educational institutions. These include areas with functions such as residential housing, medical and health services, cultural education, scientific research and design, and administrative offices. Rural residential environments may also refer to these standards.

Class 2 standards apply to mixed residential, commercial, and industrial areas. These refer to areas with functions such as commercial finance and market trade, or mixed residential, commercial, and industrial areas where maintaining residential quietness is necessary.

Class 3 standards apply to industrial areas. These refer to areas primarily for industrial production and storage/logistics, where preventing severe impacts of industrial noise on the surrounding environment is required.

Class 4 standards apply to areas on both sides of urban main traffic arteries and both sides of urban inland waterway channels. These refer to areas within a certain distance from traffic arteries where preventing severe impacts of traffic noise on the surrounding environment is necessary, including Class 4a and Class 4b. Class 4a includes areas on both sides of expressways, first-class highways, second-class highways, urban expressways, urban main roads, urban secondary roads, urban rail transit (ground sections), and inland waterways. Class 4b includes areas on both sides of main railway lines.

4. Urban Area Environmental Noise Detection Projects

(1) Urban and Urban Planning Area

Urban areas refer to municipalities, cities, and towns established by the state according to administrative divisions.

Urban planning areas include urban districts, suburban areas, and other regions within the urban administrative area that require planning control due to urban construction and development.

(2) Rural Area

Rural areas refer to regions outside urban planning areas, such as villages and townships.

Villages refer to residential and production clusters in rural areas.

Townships refer to the seats of township or ethnic township people's governments and non-administrative towns recognized by county-level people's governments as economic, cultural, and living service centers for certain rural areas, developed from markets.

(3) Traffic Artery

Refers to railways (excluding dedicated railway lines), expressways, first-class highways, second-class highways, urban expressways, urban secondary roads, urban rail transit lines (ground sections), and inland waterways. These should be determined based on railway, transportation, and urban planning.

(4) Noise-Sensitive Buildings

Refers to buildings that require quietness, such as hospitals, schools, government offices, research institutions, and residential buildings.

(5) Burst Noise

Refers to noise that occurs suddenly, lasts for a short duration, and has high intensity, such as noise from boiler exhaust or engineering activities.
