General Requirements for Electric Energy Metering

  Photovoltaic Power Station Before connecting to the grid, the metering points for on-grid electricity and grid consumption electricity should be clearly defined. In principle, the metering point is set at the grid connection point of the photovoltaic power station at the property boundary.

     Each metering point shall be equipped with an electric energy metering device, with equipment configuration and technical requirements complying with DL/T448 "Technical Management Regulations for Electric Energy Metering Devices," as well as relevant standards and regulatory requirements.

       Electric energy meters shall use static multifunctional meters, with technical performance meeting the requirements of GB/T 17883 "Class 0.2S and 0.5S Static AC Active Energy Meters" and DL/T641 "Multifunctional Electric Energy Meters." The electric energy meter shall at least have bidirectional active and four-quadrant reactive metering functions, event recording function, be equipped with standard communication interfaces, and have the capability for local communication and remote communication via electric energy information acquisition terminals. The communication protocol of the electric energy meter shall comply with DL/T645 "Multifunctional Electric Energy Meter Communication Protocol." The collected information shall be connected to the electric energy information acquisition system of the grid dispatching agency.

       For medium-sized photovoltaic power stations, one set each of main and auxiliary electric energy meters of the same model, specification, and accuracy shall be installed at the same metering point. The main and auxiliary meters shall have clear markings.

       The electric energy metering device shall be installed by the property owner of the photovoltaic power station before grid connection in accordance with requirements, and channel, protocol, and system debugging shall be conducted in conjunction with the electric energy information acquisition terminal and the master station system. A mutually recognized electric energy metering testing institution with corresponding qualifications shall complete relevant testing of the electric energy metering device, issue a complete testing report, and apply seals, stampings, or other sealing measures. Before the electric energy metering device is put into operation, final acceptance inspection shall be completed jointly by the grid enterprise and the property owner of the photovoltaic power station.
