EU Toy CE Testing Standards for Fidget Spinners: EN 71-1, EN 71-2, EN 71-3

In addition to CE certification, toys exported to Europe require an EU importer.

To better protect EU consumers and the environment and to achieve product traceability, EU regulations mandate that products bearing the CE mark and placed on the EU market must be labeled with the manufacturer's name and contact address. If the manufacturer is from a country outside the European Economic Area (EEA), which includes the European Union (EU) and the European Free Trade Association (EFTA), the product must also display the name and contact address of both the manufacturer and the EU Authorized Representative.

The New Approach Directive (EU Authorized Representative Directive (Regulation (EU) 2019/1020)) requires that the EU Authorized Representative must be located within the European Economic Area and have a commercial registered address.

Requirements and Obligations/Duties of the EU Authorized Representative:

1. The EU Representative must be a natural or legal person within the EU.

2. The EU Representative must be authorized by the manufacturer.

3. Duties of the EU Representative:

a. Review the technical documentation or declaration of conformity to ensure compliance with relevant EU regulations and harmonized standards.

b. Provide necessary information and documentation to market surveillance authorities promptly when required.

c. Proactively report to market surveillance authorities if aware of any risks associated with the product.

d. Ensure immediate corrective measures are taken when issues arise with the product.

4. The CE mark and the EU Representative's information—name or company name or registered trademark, contact details, and mailing address—must be displayed on the product or packaging, the package, or accompanying documents.
